Downloading from PS Store from PS4

I just bought a second PS4 for my household and I attempted to download a free theme to the second PS4. When I clicked to download the theme, I'm met with "Because your last purchase wasn't on this PS4, we need to verify its you". OK, cool, so I enter my credit card credentials and it says it can't verify even though I have the card in hand and put everything in there correctly. Even went as far as to re-enter the info by updating my paying method. Still can't download anything on the second PS4. Any reason as to why? I'm only using the same account across both PS4's and as normal, I'm only logged into one or the other since you can't at the same time. Any help would be appreciated it.
