Unable to update my PS4

My PS4 won't complete the latest System Software Update - this has been ongoing for the past few weeks.  I checked my PS4's internet settings and it says I'm connected, but the update always fails.  I checked and I think part of the issue is that I'm not logged into my PlayStationNetwork account.  When I try to sign in though, it says I need to update first; it doesn't give me an option to enter my username/password.  I tried downloading the update file to a flash drive and then inserted that into the USB port on my PS4, but the "System Software Update" still has the same error message: "Cannot connect to the server within the time limit. There might have been a problem in connecting to the network, or PlayStationNetwork or the server of the service provider might be temporarily busy. NW-31456-9"  My internet (wi-fi) works fine for all other devices; I checked and my wi-fi login/password is correct on my PS4 and it says the signal strengthy on my PS4 (connection status) is at 78%.  I tried turning my connection off to see if the PS4 would access the update on my USB flash drive that way, but then it just pops up an error message about the Internet connection being turned off.  So it seems like my PS4 won't update without me being logged into my PlayStationNetwork account and it won't let me log in to my PSN account without the update...I'm stuck; any ideas?
