Cant add funds to my account [PS4]

Hey

ive been trying to add funds to my account to buy the PS Plus but im unable to do that

ive been trying via paypal and credit  card and couldnt do it in both ways

the region of the PS is USA and im from europe could that be the problem ?

any ideas to solve that problem would be welcome !
