Spoke to a rep at their call center who said the issue is effective all accounts. They know about it, but have yet to update the info to advise people they are trying to handle the issue, and said that they plan on updating the playstation blog to reflect this info.
Anybody attempting to use credit cards, debit cards, or paypal accounts are supposedly going to be hit with an error code and a message indicating the card is invalid (even if you use pay-pal). When the rep was asked if this was happening only to certain accounts, he said no, it's everybody. I asked if the isssue was occuring with PSN cards, and he said no, and suggested that we all use gamestop or amazon purchased cards to fund wallets in the meantime.
I hope the maintenance tomorrow fixes this issue, because I have no intention of changing my payment method. The Division is coming out soon, and I know a lot of digital purchasers are going to be **bleep** off if this isn't corrected ASAP.
