CANNOT USE MY PAYPAL OR CREDIT CARD

I'm trying to add my paypal and my credit card but neither of these options work,and all i get is error. Tried many times for few days but can't get anything. and does the credit card needs to be in the same country as my ps accout?Thanks for any help.
