Is there a way to Delete a PSN account and create a different one altogether?

I was hacked last night and apparently someone deactivated my PSVITA. Not only that, but I got 4 emails saying I changed my password. I was lucky enough that they didn't change the email on this account. I also ended up getting rid of any payment methods on this account. Problem is there is a PS4 that is activated on this account that is not mine and I did not activate it at all so I cannot locate any Serial number to prove I own it. My original one broke a month or two ago, yet someone has been making PS4 store purchases that I have no clue why they would be on there. These are all the ones I got in an email: The Deadly Tower of Monsters, Letter Quest Remastered, Pumped BMX, and Everybody's Gone to the Rapture. At first I did try deactivating my old PS4 through the internet and watching videos, but apparently all I got was a message that I had somehow deactivated my old PS4 (even though it was broken and I could not turn it on at all) yesterday. This was right around the time I got warning that I changed my password about 4 times.

 

So to put it simple is there a way to completely erase your account and start from scratch? I am going to be getting a PS4 by the end of this November, but some have claimed that I cannot play it unless I activate it as my primary console. With that being said does that mean it's going to be a useless hunk of junk for 6 months?

I'm not sure if this is the right forum and I am so confused. I even cancelled my bank card just because of the security breach.
