Cannot connect to the server. Network features for this application cannot be used.

Every time I launch an app, no matter the app, I get this message, I've restarted my router over 20 times, I've restarted my console I'd say 10 times, I have an active ps+ subscription and still, nothing works, google has been useless, bringing up posts from 2013 with no solutions

Any help appreciated because right now, I can't use my ps4, for anything -.-
