DLC region locked,Request Refund

It was my first experience downloading an expansion pass.....

i downloaded the expansion pass for Just Cause 3 but I found that my PSN ID was region 1 while the game was region 2 and the DLC was region locked.The DLC is stuck on waiting to install and won't install. It's like I threw my money out of the window.I request a refund as the DLC is useless to me.
