Can I get a refund on a game I bought on the play station store, but I didn't download it?

I bought a preorder of black ops 3 for my PS3 over a year ago and and never got around to getting back on my PS3, until today, after seeing how bad bo3 is, I would like to get a refund on it, If possible.
