There is no solution. My ps4 automatically turns itself on, connects to Wi-Fi and resumes paused downloads. After dealing with this for six months (watching paused downloads restart on their down while I was playing) and exhausting every possible consideration (including condescending to my roommate because I was sure she must be doing something) it happened while I was in the room. Four downloads mysteriously started. I opened network in settings and despite the four ongoing dowloads the box marked connect to internet was off just as I left it! Once I even had the unit configured to LAN with the cable unplugged and the unit turned itself on, switched to Wi-Fi and downloaded nearly ten gigs in updates. See? You don't even believe me so of course you can't help. The worst part about it is that I have the largest package my internet provider offers and need to manage my downloads to keep from using up all my data and I have no way to control my ps4 short of disconnecting the power.
