It's simple but took me time but with help here it was easy.
1. I could not change my account country/region so i needed to create a new account on my ps4 machine.
2. The new account the country/region i selected is united state. I live in Israel but i must to select united state.
3. The postal code i selected 10003 of new york city.
4. Went to amazon site: http://www.amazon.com/100-PlayStation-Store-Gift-Card/dp/B00K59HKIQ?ie=UTF8&ref_=dsvrt_myd_asin_block
And bought this card.
5. After 2 hours or less my order confirmed and i got the code Voucher Code 12 digits numbers and letters.
6. In the playstation 4 machine menu go to Settings > Playstation/network account managment > Account Information > Wallet > Add Funds > Redeem codes and gift cards
7. Enter the code and click continue or next and that's it now you can buy the game and download.
This is the only way it was working for me.
