PSN Account Hacked while PS4 away from repairs. Customer service "Hands are tied."

This is a long story but here are some key points:

My account was completely taken over. Changed email, password, and deactivated my consoles. Kept my PayPal, though and used it to buy Bloodborne (already owned) and GTA V. 

I reported the take over, and asked for a refund. 

They issued the refund BEFORE GIVING ME ACCOUNT ACCESS.

Hacker uses refund for GTA IV, Destiny, and a Battlefield Cosmetic Kit.

Playstation Customer Service chat/call center won't help.
