Cannot make a purchase in Playstation Store

Earlier today I tried purchasing Paragon from the website and it said it could not complete my purchase. I tried it from the PS4 and it said the same thing. I waited a few hours and nothing. I checked my purchase history and it shows up as zero dollar purchases but nothing else. I even called my bank to see if my card was locked for some reason but it's good. What is happening?
